Job Summary:
Manages and controls department activities. Makes project assignments. Establishes and monitors work priorities and schedules. Establishes overall objectives and long-range goals of the organization. Establish department standard practices and departmental instructions. Interprets, executes, and recommends modifications to Company-wide policies and procedures, as needed. Prepares organizational budgets and plans. Provides guidance to subordinate managers based on organizational goals and Company policies. Attends engineering program reviews and audits. Acts as liaison between engineering and customers/other departments. Provides technical consultation. This position typically works under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority.
Essential Job Duties and Responsibilities:
- Manages supervisors and the systems engineering staff.
- Has overall responsibility for the Systems Engineering Department's cost, technical and schedule performance. Must ensure that personnel have proper tools, training and experience to do their jobs.
- Directs and controls organizational activities through lower level managers and direct staff. Mentors direct subordinates.
- Coordinates with business area leaders to proactively identify technology, staffing, schedule and budget requirements and to mitigate any risks.
- Acts as liaison with other managers and customer representatives concerning projects, operational decisions, scheduling requirements, or contractual clarification.
- Participates in the performance evaluation process and recommends salary adjustments and personnel actions to include hiring, discipline, recognition and termination. Motivates, delegates, coaches and trains subordinates.
- Attends briefings and technical meetings for internal and external representatives, when necessary.
- Participates in customer contract negotiations.
- Directs fact-finding in support of proposal development, to include cost and schedule estimates.
- Keeps abreast of new technologies and new techniques. Identifies technology development requirements for the department.
- Manages overhead resources: labor and expenses.
- Supports the leadership in the day-to-day activities of the organization.
- Directs the continual developments of the organization in terms of personnel, training, process definition/execution, and discipline.
- Resolves conflicts/problems at all levels within the organization.
- Participates in total quality management/continuous process improvement teams.
- Establishes operational objectives, policies, procedures and work plans and delegates assignments to subordinates.
- Develops, modifies and executes company policies that affect immediate operations and may also have company-wide effect.
- Accountable for department budget which may be broad and have far reaching impact on the business segment.
- Works on issues where analysis of situations or data requires conceptual thinking and an in-depth knowledge of organizational objectives. Problems are not clearly defined and lack strategic direction.
- Implements policies and selects methods, techniques, and evaluation criteria for obtaining results. Drives the strategy and success of larger projects which contribute to multiple areas of the organization.
- Manages activities of two or more disciplines or a department. Oversees experienced level professionals and/or may be responsible for subordinate managers. Frequently advises team(s) on moderately complex matters.
- Interacts regularly with lower and/or senior management on matters concerning several functional areas, department, and/or customers.
- Persuade others in sensitive complex situations while preserving relationships. Applies knowledge to convince other stakeholders on desired departmental outcomes.
- Erroneous decisions will result in critical delay(s) in schedules and/or unit operations and may jeopardize overall business activities. Decisions directly impact short-term less than one-year results of the team/program/group.
- Mentor and collaborate with other Engineers.
- Support system level test implementation as needed.
- Present to internal management and C-Level executives as needed.
- Create white papers, RFI responses, and RFP responses.
- Support problem solving on projects and programs and provide customer facing technical interface support to business development.
Minimum Job Requirements:
- Four-year college degree in engineering, or other related technical discipline with a minimum of five years of leadership/supervisory experience.
- Requires a minimum of 12 years of related technical experience with a Bachelor's degree; or 8 years and a Master's degree; or a PhD with 5 years of experience; or equivalent experience.
- Experience to include exercising creativity in technical direction and successful strategy development. Ability to interpret technical contract requirements.
- Ability to effectively communicate verbally and in writing and deal with employees and managers at all levels in manufacturing, engineering and other departments.
- Proven ability to effectively interface with executives, customers, subcontractors, vendors and employees at all levels and functions.
- Must be able to communicate well and demonstrate the ability to work in a matrix organization.
- Must be able to work under project deadlines and associated cost and schedule constraints.
- Ability to use DOORS to manage requirements is preferred.
- Ability to Develop secure line of sight and beyond line of sight communication architectures is preferred.
- Familiarity with DoD communication and networking systems is preferred.
- Ability to perform communications datalink analysis is preferred.
- Experience with Common Data Link waveforms is preferred.
- Experience with LPI, LPD, and Anti-Jam waveforms is preferred.
- Must be a US citizen, eligible for DoD security clearance is required.
- Travel up to 10%.
- This is an on-site position at San Diego headquarters.

Cubic Pay Range:
$155,000 - $269,662 + benefits.
The Cubic pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
