Senior Administrative Manager

Job Description

We are seeking a Senior Administrative Manager to work under Oncology administration who will oversee the Department of Oncology’s Faculty, Clinical Associates and Advanced Practice Provider processes for the Center Director including recruitment, appointments and promotions, and reporting (scope 235 FTEs). This position will also oversee all clinical faculty and clinical associate activities related to the clinical practice for the Clinical Divisions and Disease Programs within the Department of Oncology. Will provide senior leadership with reports and the overall management necessary for sound administrative operations of the program, clinical practice and faculty enterprise. The position will be an integral part of the management of the programs and will develop and implement appropriate financial controls. This position reports to the Assistant Administrator Clinical.


Specific Duties & Responsibilities

  • Directs and participates in the management of all faculty and clinical associate activities in the department.
  • Directs and participates in the gathering, analyzing, summarizing, and preparation of faculty and clinician recruitment business planning.
  • Responsible for managing the faculty compensation plan.
  • Manages all faculty recruitment systems including Medvitals, Interfolio, and Oncology faculty recruitment portal. Maintains all faculty systems including the annual incentive plan, quarterly clinical dashboard, annual faculty reviews.
  • Works with clinical vice chairs to ensure faculty clinical targets meet institutional standards and uploaded to reporting dashboards.
  • Coordinates the preparation of and interpretation of monthly and quarterly clinical productivity reports for program and management’s review including the clinical dashboard and incentive plans.
  • Ensures appropriate salary planning for the clinical divisions, general administrative, and satellite locations.
  • Ensures payroll for clinical faculty and staff, and administrative staff reconcile to budget.
  • Liaison with the School of Medicine for all Clinical Associate Contracts, and inter-entity agreements.
  • Develops and proposes standard operating procedures around faculty appointments and promotions with the department administrative managers.
  • Meets with Directors to determine final resolution and ensures timely implementation of solutions.
  • Provides ad-hoc reports to clients as requested.
  • Participates in program development and technical strategic planning.
  • Provides guidance and recommendations on compliance with applicable faculty and clinical associate contracts and conditions. If necessary, contact the appropriate content expert for guidance and or interpretation.
  • Provides interpretation of School of Medicine faculty gold book.
  • Liaison with external administrative offices including, but not limited to, SOM Business Office, Dean for Faculty Affairs, Office of Faculty Information, etc. to ensure that required policies and procedures are followed.
  • Provides instruction and answer questions relating to procedures and serve as liaison between administrative offices.
  • On a regular and continuous basis, exercises administrative judgment and assumes responsibility for decisions, consequences, and results having an impact on people, costs, and/or quality of service within the department.
  • Key focus on customer service, timely and appropriate communication; and meeting deadlines.
  • Ability to work within fixed deadlines and manage multi-task high volume of complex workload requirements.
  • Monitors, evaluates and implements business practices and procedures to support day-to-day operations.
  • Analyzes and implements staff structure, capabilities and development to meet current and future programmatic needs.
  • Represents the organization to both internal and external constituent groups in such a manner as to enhance the image of the Department and to further its objectives.
  • Manage administrative personnel (1 direct; 3 indirect FTEs) including hiring, training, and performance management. Establish performance standards and conduct annual performance appraisals. Measure productivity and evaluate effectiveness of roles.
  • Develop and implement new administrative policies and procedures to ensure optimal performance.
  • Oversees faculty recruitment. Creates and directs requisition activity and advertising for recruitment. Ensures successful transition to the Baltimore area for critical hires.  Coordinates search committees for leadership positions.
  • Develops excellent working relationships with Oncology Human Resources to ensures that all departmental human resource activities are carried out consistent with Hospital and University personnel policies.
  • Collaborates with HR Manager, SOM and JHH HR Departments to effectively manage employee relations, grievances, training orientation, career development and the equitable administration of compensation programs.
  • Advises and directs faculty on human resources issues including hiring, firing, discipline, time sheet approval.
  • Assists faculty and managers with writing of new job descriptions, prepares justifications and summaries for staff promotion packages.
  • Assesses and develops administrative infrastructure, ensuring human resources are appropriately distributed and operating cohesively to achieve division, department, and SOM goals.
  • Coordinates departmental faculty appointments and reappointments, annual reviews, and promotional documents.
  • Meets with employees as needed.
  • Recommends appropriate resources such as FASAP and Occupational Health.
  • Advises on training programs available through Talent Management and Organizational Development.
  • Conducts self in an exemplary professional fashion to achieve goals and set example for others within the department.
  • Establishes communication channels with staff, faculty, and senior leadership to ensure information on internal and external issues which effect the operations of the area is received.
  • Promotes an inclusive and innovative work environment.
  • Completes special assignments/projects as assigned.
  • On-going participation in workflow development and retooling.
  • Attends and participates in team, 1-on-1 meetings and other department/program meetings as requested.
  • Attends at least two JHU professional/skill development courses a fiscal year.


Minimum Qualifications
  • Bachelor's Degree in Business, Finance, Accounting or other related field.
  • Five years progressively responsible professional-level administrative or financial experience related to monetary or non-monetary resources of a department, center or unit.
  • Master's degree in a related field may substitute for required experience and additional experience may substitute for education, to the extent permitted by the JHU equivalency formula.
