The University Controller’s Office is a department within the Finance Division. The office has business units covering the following areas: The office is responsible for cash services, asset management, financial reporting, payroll, accounts payable, debt, and the university’s tax compliance.
The University Controller’s Office works to advance NC State as a leader in fiscal accountability and responsibility through a partnership with our campus community, strong partnerships with our peer groups, improvements in the University’s financial systems and internal controls, and efficient and effective business operations. The office continues its attention toward collaborative efforts and providing fiscal leadership, oversight, accounting, reporting, training, and outreach services that exemplify the highest standards of quality, performance, and service. The University Controller’s Office is responsible for fiscal accountability, accuracy, and reporting of the university with a net position of over $1.8 billion, including timely and accurate payment of monthly and biweekly wages to over 18,000 staff, faculty, student workers, and temporary employees, over 115,000 vendor payments annually and management of a $600 million external debt portfolio.
The University Payroll section of the University Controller’s Office is responsible for 1) timely and accurate payment of wages to approximately 10,100 monthly and 8,100 biweekly staff, faculty, undergraduate and graduate student workers, postdocs, foreign national, and temporary employees with an annual payroll of over $1.2 billion; 2) proper deduction, monthly plan reconciliation and vendor payment of mandatory, voluntary and statutory (garnishment) deduction plans, including the employer’s matching contributions for retirement and health insurance; and 3) compliance for, payment to, and proper reporting of wages and tax withholdings to the federal government and approximately 35 states.

Essential Job Duties
As a Payroll Processing Specialist at NC State University, you’ll play an important role in processing payroll transactions for a large workforce. Reporting to the Payroll Processing Manager, this position ensures accuracy, compliance, and timeliness in employee payroll processing, direct deposit management, and discrepancy resolution.
Key Responsibilities include but are not limited to:
- Validate employee status, process direct deposit enrollments and changes, and address payroll discrepancies in compliance with university regulations.
- Analyze ACH activity reports, identify non-compliant employees, and distribute checks with formal notices while escalating unresolved issues.
- Review retroactive job data for salary adjustments, calculate retro pay, and ensure accuracy in bi-weekly and monthly payrolls.
- Assist with bank reconciliation, create off-cycle checks to address payment issues, and manage data entry from paper enrollment forms.
- Respond to payroll inquiries from employees, HR representatives, and bank officials with professionalism and diplomacy in a fast-paced environment.
- Collaborate with HR, Benefits, IT, and other departments to maintain payroll integrity, resolve issues, and support process improvements.
- Monitor and manage the payroll team email inbox, addressing inquiries or escalating issues as needed.
- Participate in special projects and provide cross-functional support to ensure the efficiency and accuracy of payroll operations.

Minimum Education and Experience

Other Required Qualifications
- Advanced MS Excel and Word
- Extremely detail-oriented for analyzing data and troubleshooting.
- Excellent written and verbal communication skills and ability to work in a collaborative teamwork environment.
Preferred Qualifications
- Proficient with PeopleSoft (or other HRIM system) payroll processing, including taxes and deductions.
- Demonstrated experience with complex pay calculations and processing; ability to explain/defend to departments, employees, and auditors.
- Functional experience running reports/queries from large ERP table-driven systems.
- Experience working in a complex computing environment with a high volume of employees and employee types.
