General Description
The purpose of this position is to develop, organize, direct, supervise, and evaluate all aspects of the Department of Public Safety. Ensure the protection, security, and safety of all students, faculty/staff, property, visitors, and facilities while administering the overall operation of the campus police department. Supervise the Department of Public Safety to include the Police Department, Parking Services, Access Control and Fire Safety services. Work with and support the campus student judicial system and serve on the Crisis Assessment and Response Evaluation team. Assume the leadership role in the development and implementation of the University of Montevallo crisis and emergency plan. Serve as the chair of the University’s Emergency Preparedness Team and co-chair of the Threat Assessment Team.

Essential Job Duties
1. Oversee all aspects of campus safety, including emergency preparedness and operations, by chairing the Emergency Preparedness Team, coordinating emergency preparedness meetings, training and drills, and coordinating building administrators.
2. Plan and direct the operations of the Police department to provide 24-hour-a-day protection and security; coordinate security with all events and day-to-day operations in a manner that ensures the safety of the university;
3. Supervise all police department staff; participate in all selection, promotion, evaluation, and personnel discipline decisions.
4. Implement safety and security policies and procedures; formulate training materials and training programs; assist, advise, and guide all college departments regarding public safety regulations and procedures, and provide recommendations for improving security throughout the University of Montevallo.
5. Assure that the enforcement function is performed in accordance with current federal, state and local laws. Provide appropriate direction and coordination of major criminal investigations involving other law enforcement and criminal justice agencies.
6. Act as the Chief Fire/Safety official for the University of Montevallo; coordinate the University’s fire/safety program, fire extinguisher inspection, sprinkler system inspection and fire alarm inspection and sensitivity test.
7. Administer the University access control, lock, and key system, including repair, maintenance, and installation of all door locks or access control devices.
8. Administer the University’s Rapid Alert System (UM Alert).
9. Develop and implement safety and security policies and procedures in accordance with Higher Education and Alabama Peace Officer Standards and Training (A.P.O.S.T.) requirements; ensure, through training and strategic deployment of necessary police officers, the comprehensive readiness of the police department staff to effectively cope with security issues. Coordinate the disaster readiness plan.
10. Develop and administer departmental budget; establish appropriate staffing levels to meet department needs and identify means to attain staffing goals; ensures continuous improvement in departmental services to meet or exceed internal and external expectations.
11. Evaluate, develop, coordinate and implement all traffic, safety, access control, fire safety and emergency coordination as well as coordinating campus parking services and security.
12. Direct and participate in the investigation of alleged or suspected violations of security, criminal and civil law, violations of the City ordinances, and Board of Trustees policies; prepare and present reports of investigations to the Sr. Vice President for Administrative Affairs, administrative staff, District Attorney and/or Police Department.
13. Oversee and coordinate the investigation of misconduct charged; analyze existing evidence of facts, carry out appropriate physical restraint, arrest and search or seizure laws; assure that cooperation and effective liaison with the police department staff and outside law enforcement agencies, including police and fire, are properly maintained.
14. Maintain current knowledge of higher education security-related state and federal laws, fire protection, and other pertinent safety laws and codes, as well as security systems and technical equipment. Participate in Safety Committee meetings and conduct meetings with other departments, various campus groups or units concerning personal safety and crime prevention on campus.
15. Act as liaison for the University of Montevallo for interactions with representatives of federal, state, and local law enforcement agencies and programs; review and analyze all law enforcement, security, and investigative reports submitted by outside agencies and prepare reports or responses as appropriate.
16. Control and track usage of security equipment and devices; review and update equipment maintenance contracts; recommend the enhancement or purchase of security equipment.
17. Travel on behalf of the University and provide transportation services for University departments and events as requested.
18. Delegate appropriate authority and responsibilities when necessary.
19. Write policy/EOP Plans.
20. Engage in public speaking.
21. Provide training as necessary.

The educational requirement for this position is: Bachelor’s degree. Training and experience in higher education law enforcement, fire safety, and emergency preparedness and operations preferred.
